Attention: Call for Applicants for Project Assistant

Background

For almost three decades, the Foundation the Philippine Environment (FPE) has been spearheading initiatives on biodiversity conservation and sustainable development (BCSD) by providing grants  and technical assistance to non–government organizations, including Indigenous People’s Organizations (IPOs).  

In order to achieve its targets for the current fiscal year, ending in June 30, 2021, particularly for the national, Luzon and Visayas areas, FPE is looking for a Project Assistant who will provide support to the National and Luzon Operations Team to achieve said targets.

A. Scope of Work and Responsibilities

The Project Assistant is expected to perform the following tasks:

  1. Project Development
  1. Assist the Manager in the dissemination of the Call for Proposals to prospective partners, including CSOs, CSO networks, and academic institutions.
  2. Conduct an initial review of project proposals for National, Luzon, and Visayas, in terms of proponent capability, project design, and compliance with all requirements by the FPE.  
  3. Provide technical inputs during the proposal review at the unit, collegial, and clearinghouse levels; and coordinate with the project proponents on the submission of all project documents, and the drafting of the Partnership Agreement.

 

        2. Project Monitoring & Evaluation

  1. Conduct monitoring of project partners’ compliance to the Partnership Agreement, including the approved plan and systems and procedures; and provide recommendations as necessary.
  2. Conduct periodic assessment of project’s relevance, performance, efficiency and impact (both expected and unexpected) in relation to project plans and objectives.
  3. Facilitate requests for fund releases, project modifications such as budget realignment and project term extension.
  4. Assist in ensuring that the project information of the region is encoded, kept current and updated in the PDME information system.
  5. Conduct an initial review of terminal reports partner performance, and project results.
  6. Assist the Manager in the review and resolution of grant liabilities for NLO.
  7. Prepare semi-annual and annual project performance reports.

 

       3. Linkaging and Leveraging

  1. Assist the Manager in establishing and maintaining good working and learning relationship with government, NGOs and other stakeholders in the area of responsibility to facilitate project development, complimentary activities, and assists partners in sustaining networks with concerned agencies, etc.
  2. Assists the Manager in proactively identifying and coordinating with funding agencies and other potential partners from the local government and CSOs operating in the area of responsibility for fund complementation in the identified priority sites.
  3. Participate in inter-unit collaborations and institutional activities.

 

        4. Performs other related tasks as may be assigned by the immediate supervisor

 

B. Target outputs

The Project Coordinator will deliver the following outputs:

  1. Report on proposals received and reviewed, and grants facilitated for FY 2020-2021
  2. Updated database of completed (as of 2015) and on-going projects of NLO and Visayas
  3. Updated directory of LRAC, VRAC, and project partners of NLO and Visayas
  4. List of reforestation and restoration areas in Luzon, Visayas, and Mindanao

 

C. Qualifications

The Project Assistant must possess the following qualifications:

  1. Graduate of Forestry, Biology, Environmental Management, or other related courses.
  2. At least 2 years of experience in management of projects on biodiversity conservation and sustainable development.
  3. Knowledgeable on geographic information system

 

D. Timeframe

The Project Assistant shall be engaged for a period of five months.
